Add C bridge functions (getMPSCommandEncoder, mpsSynchronize, mpsDispatchSync) to metallib_loader.mm so the C++ metal-cpp example can properly integrate with PyTorch's MPS stream encoder lifecycle without needing ObjC++ code in the main kernel file.
